I believe it depends on the country you're coming from, as some countries seem to require that you have a drivers license or permit to drive in your home country first before you can even apply. To apply and receive an IDP, you need to first reach out to the motor vehicle department of the country that issued your driver's license.
The good news, is that not every state requires one of these permits, so you will have to contact the state department of motor vehicles of the state you plan to visit. You must also apply and get this permit before you travel to the states.
Essentially the work must be done before you travel out to the US. So you need to have a license in your home country and also establish an IDP in your country before the travel process ever begins. The IDP was established by the United Nations as a sort of universal way to help people travel overseas and in other countries. I believe it's much the same as if you were a US citizen traveling and driving in another country.
