I believe that whoever sponsors the dependent will need to submit proof of income, which shows that the sponsor can support the dependent financially. Violating the permit rules, or breaking other laws, could lead to losing their permit status.
 
What country are you based in right now? It may depend on the country you're living in. But after doing a quick search online, I was able to find some info. First thing, you may need a valid passport, marriage certificate (if married), birth certificate (if seeing parents for example), and more. You may need to take a medical test as well.
