Imagine someone getting a masters degree, applying for jobs, and getting no good response. Now, he/she doesn't want to waste time and wants to teach the children of people in his circle (friends, acquaintaces, and relatives). They show interest in hiring him to teach their children at their homes because they acknowledge how qualified the person is. Those parents are willing to pay him/her well on a monthly basis.

Now, my question is, does this person or other people like him/her can start giving home tuition without requiring any permits from the state or local permitting office, or doesn't he/she need any permits; it's just a matter between him/her(the tutor) and the families?
