Who to follow?

We're looking into adding a sunroom to our house. While researching our options, I noticed that my city's permitting requirements differ from the state's requirements. In a situation like this one, which one should you follow?

I'm no expert, but my understanding is that all permit building codes follow state law. Other municipalities are allowed to make things more stringent, but they can't ignore the basic rules as set out by the state. So by following your cities permitting rules, you're also following state law.

When you find city permitting rules conflicting with the state's permitting rules, you will have to check which rules are more strict, and the follow the ones that are strict. If the city's are more restrictive, you will have to follow city rules, and vice versa. However, it would be wise to consult an expert and avoid any future complications.
