We live in a conservation area so have to deal with not only Building Control but also the Conservation Officer department for permisions to do more or less anything to your house.

Hello Pete! Sounds like an interesting combination of building and environmental requirements you have there in Southampton. There does seem to be somewhat of a correlation between a location's desirability and its regulatory constraints. That's certainly true where I live in southern California anyways.
