Hi, I'm Kathy. This type of forum is very unique, so I thought why not check it out? I'm in the US and I know that each state, each county, each township and towns have their own sets of codes for permits. It can be very confusing and sometimes doesn't even seem fair.

Right you are. Where you're at often matters just as much as what you're doing when it comes permitting. The variations are obviously starkest for activities regulated at the local level, like construction, planning, and environmental health. However, even state/federal permitting requirements (ostensibly uniform at larger units of government) can exhibit the same sorts of local variations, particularly when different offices/people are processing the permits across different jurisdictions.
