The introduction of Fairfax County's Permit Library is undoubtedly a positive development, particularly for individuals seeking permits from the county. This resource appears to be a comprehensive tool, offering valuable step-by-step guidance, necessary forms, and fee schedules, thus potentially simplifying the complex permitting process. The focus on educating people is encouraging, as it signifies an effort to democratize access to information and empower community members.
 
Resources like this are really not all that common in the permitting world. It's great that Fairfax County invested in developing this tool for the community. The website design looks nice and is easy to navigate too.

One difficultly with trying to explain requirements to the layman like this, though, is that permit processes can often get quite complex. In those cases, the actual flow chart of what someone needs to do to get through the process begins to resemble spaghetti and, practically speaking, you can't offer neat and tidy resources explaining everything. To try and account for this, I noticed that the Permit Library includes the following disclaimer on many of its pages for specific permit types: "This information is the most common for how to obtain the necessary approval for your project and is not representative of all the conditions you may encounter."
