At the onset of Covid, Wisconsin began to waive road testing for those under the age of 18 to receive their driver's license.

This caught me off guard until I read further, and discovered that those who could sign the waiver had also taken a driving course with a professional instructor. So in essence, someone monitored their driving abilities. That sounds a lot safer than saying all permit owners under the age of 18 could have their parents sign the waiver and avoid the driving test.

When I first read what you said, I was confused too haha! So what I'm seeing here, is that they won't need the probationary period of having to drive with an adult for a certain amount of time before they get their driver's license? So they skip that part and go right to the driving instructor?
 
I think it's a smart move by Wisconsin to waive road testing for young drivers, as long as they've taken a driving course with a professional instructor. It ensures a level of supervision and safety.
