Look into the possibility of a grandfather clause. Many counties have this and in the case of many buildings, they are grandfathered into the system in order to get modern things done.

I think if I lived in an area that requires this, I would want to move. If permits are needed, that means the amount of alarms are quite large......proportionate to the population. Too many people makes me "itchy." I can see the need, but I want no part of it.

The more proactive an individual is, the time it takes gets shaved down. Yes, it depends on the complexity of the project, but if you can simplify things for what the jurisdiction has to do they'll appreciate that and push it all through faster. Most of the time.

How exactly did it end poorly? Large fines and such? And if work was done to code, why would it matter in this case if the work was permitted or not? Just a technicality?

This seems to be a big thing across the U.S. recently. Honestly, I don't know why this has taken so long. When people realized that permitting via electronic means was faster and more efficient, they should have started doing this en-masse sooner.
