What takes the longest for e-code permit review

I'm interested in improving the e-code permit review process. It's niche and maybe not a huge pain but I'm interested to know what parts of that review are the most difficult, which take the most time, or cause the most failed submissions.

For us, I think it's stormwater requirements!!
I have had about 7 resubmittal requests because people just aren't getting it.... & this is for an "easy" project - manufactured home placement! I don't know how to further help the applicant because we have told them - many times- what is required....

I guess I should've been specific. I'm mostly interested in the energy code.
