Pharmacy Permits

Does anyone know if the permitting process to open a pharmacy in Arizona is complicated? I know the feds would be involved somehow, but I don't know how much they bog down the process.

It's complicated. The more complicated the business model, the more complicated the permitting process. That goes for how many different agencies are involved with the permitting as well.
