Permit for temporary amusement ride

We're hosting a large birthday party for our child's big day. We're going to have a bounce house, a ball pit, and an old-fashioned carousel. I've already obtained a Special Events Permit, so that part has been taking care of, at least. The Parks & Recreation Department handled the permits for the bounce house and ball pit, as part of the rental agreement. However, I recently learned that I need to obtain a separate permit for the carousel. Any idea who would handle that? I'm in Alabama. There's a lot of confusion over this because the industry wasn't regulated to such a degree until recently.

You've helped me out so many times on this forum, mantis, that I'd love to be able to pay it back. Unfortunately, I've not been able to find an exact answer. This article states that the new requirements only relate to permanent amusement rides, whereas yours is temporary. I wonder if the requirements apply to your situation?

You can read the legal requirements for amusement rides here. Could you have misunderstood the bit about pulling a permit? I ask because it looks as though you could go to the rental owner and obtain a copy of the inspection certificate for that particular ride and submit that. You might also need to show proof of insurance. So, my best advice is to work with the rental company to sort this out.
 
That last part makes a lot of sense. The burden of proof on anything concerning an amusement park ride should be on the owner of said ride, not the renter.
 
@Farmaholic and @Seven Out, I took your advice and contacted the company for the information; however, the amusement company is pretty adamant that a permit isn't required since I'm having a private party and I'm not charging a fee. I got them to send the information anyway, just in case, and I've submitted it to the city and to the Parks & Recreation Department. I guess we'll see what happens from here.
