I found a news article about Santee City opening applications for cannabis retail permits with basic fees of $25,711. Only four applicants will be approved during this period. With the usage rate of these substances rising every year, do you think this is the right step forward?

The government will be able to track the cannabis sold by the winners, but it sounds like they can also use the data of other applicants to check and control the situation. That seems better than going back and forth on the system like Thailand.

It's strange that they've set such a low limit for approvals. I'm surprised that the city didn't go with a lottery system. I would never consider selling cannabis, but it seems like a good money making opportunity for the four winners.
