Alternatives to Bluebeam?

We have learned that Bluebeam might not be the best for government plan review from our vendor. What plan reviewing software do you all use? What do you like about it? What don't you like?

We use Bluebeam, as it is integrated into our permitting software....but a good alternative would be Adobe PDF.
What vendor told you it wouldn't be the best? You can use projects and sessions which is awesome for collaboration...
 
We are a small city (population 13,500) and handle approximately 400 building permits annually. We are using ePlanSoft for plan review and markup, and have been pretty happy with it. A bonus is that it integrates with our permit management software (PermitTrax by Bitco Software). We use PermitTrax for online applications, tracking and assigning reviews, inspection tracking, and so on -- but push plans from PermitTrax to ePlanSoft for reviewers to do their review & markup, then push the electronic files from ePlanSoft back to PermitTrax for storing the approved plans with the permit. As I write this, it sounds complicated, but it works for us.

I find Bluebeam to be reliable with its features to edit plans and putting stamps plus it is more stable when opening files. If you have any IT people at your department, you should talk to them and have them check for updates.
