Wouldn't it depend on the hazard and perhaps the amount that is found? Different hazards trigger different laws. It could become overwhelming pretty quickly. Good luck to whoever is dealing with that.

I've been through this before and was surprised to find that I needed to include a zoning review, site plans, and blueprints with the application. I also needed a hot work permit, as the sign's placement involved welding and grinding. It wasn't the simple process that I originally expected.

Although it's best to pull all necessary permits before beginning work, we all know a weekend warrior or a fly-by-night contractor who chose to save money by cutting them out. If you were advising those people, which projects would you say are absolutely foolish to do without a permit? I would...

It sounds like a good idea, and I'm sure it will make things easier for the department, but the average person would struggle to come up with the information that they're requesting. I guess that's why most of us hire contractors, though.

In my home state of New York, building permits are expedited after a disaster. Some fees are also waived, or at least heavily discounted, as well. Usually, the state and federal governments will kick in some money to hire more inspectors, which also helps move things along.
